1. Consolidation of Essexville's Public Works Department. Additional training was provided to 4 Public Works employees which enabled them to assume the maintenance and operation of the cities outlying wastewater pump stations (3ea) and the main Essexville raw sewage pumping facility. This training included the licensing of one worker with a "D" Operators License and one employee licensed with a DEQ Industrial Storm Water Operators License. This restructuring allowed the termination of three existing operator positions in the city. Two positions were full time with full benefits and one was a temporary position.
2. The additional education received by the four DPW employees was provided by Michigan Rural Water and MDEQ.
3. Barriers experienced were an initial reluctance of unionized employees to being given additional duties, training and work load without increased compensation. When the labor contracts expired on June 30, 2013 an additional 3% wage increase was included as compensation for the additional duties.
4. This program began with the training during April of 2013. Employees began operation on June 1, 2013 and the operators licenses were obtained by August 1, 2013
