Description
Civil Service and budgetary guidelines previously included five different job classifications, which caused work stoppages and delays when workers in certain classifications were not available for work, or had worked too long. These issues previously resulted in hundreds of thousands of dollars in excessive overtime costs, as well as slower delivery of services and maintenance to the city's water and sewer infrastructure.
In early 2009, the CitiStat efficiency program enabled management to identify obstacles, which resulted in in re-writing five separate job classifications, into one civil service re-classification called "Water Utility Operator." This new classification was expanded throughout the entire division, creating greater worker availability, and enabling workers of different skill-sets and certifications to be trained in similar functions.
Additionally, over-time issues were further reduced by creating 24-hour shifts, where workers perform preventative maintenance on their shifts, and respond to emergencies on regular-time.
